US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As Saturday's session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic lawmakers shared alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."
Ongoing Talks
The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
